The current PayPal case controls the buttons

Actions the product supports
Send a message: reply to the buyer in the PayPal case.
Make an offer: propose a refund, return, or replacement when PayPal allows it.
Accept claim: choose one of PayPal's current claim-response options and a truthful acceptance reason.
Provide evidence: submit the evidence type requested by PayPal.
Acknowledge return: confirm item receipt or provide evidence about the returned item.
Escalate to PayPal: ask PayPal to review an eligible inquiry.
Add supporting information: answer a specific request during review.
Appeal decision: challenge an eligible resolution with new evidence.
Submission procedure
Refresh the case and recheck the deadline.
Review the order, transaction, amount, reason, lifecycle, evidence, and activity.
Select only a displayed Available action.
Choose only response options present in that dialog; PalSync validates them against the current case snapshot.
Complete every required field. Keep notes factual and within 2,000 characters.
For money-moving or case-resolving actions, read and acknowledge the financial-impact warning.
Submit once and wait for the resulting activity state before trying again.
If an expected action is missing
Refresh from PayPal. The action may not be allowed at the current stage, may have expired, or may already have an unresolved prior submission. Do not substitute a different action simply to move the case forward.
